Lightsabers are sacred in Kylo's book, and he's strongly of the opinion that only those who have the Force can wield them. They have to make their own and he's not keen on making one for somebody else, especially somebody who is not strong in the Force. He proposes making her a service or protocol droid or a speeder, but he could also make her a blaster of some sort if she's interested in a weapon.
